I found a used ho cp rail system 7311 for $10. It needs front anr rear railings. I have no clue who made it, and was wondering if anyone could help?

Probably Athearn....I do believe that they made their GP38-2 in the CPR version numbered 7311. Go to www.athearn.com for information on parts.
