Hard to answer. It was often a railroad decision. On the PRR some are on the right side by the front step under the frame, some are back by the cab and some are on the hood. best bet is to check some pictures of the one you are modeling. It is a very easy change if a model has one in the wrong place. Just fill in the holes with the appropriate material and paint it over. Then get a brass one to replace it in the right place.

Where was the usual location for the bell on Baldwin switchers (VO's and S's)?
