How would one use waybills in conjunction with double-ended staging? Since trains are always going in the same direction, how would waybills reflect an eastbound train returning westbound?

They wouldn't. How could they possibly reflect a westbound train if they are going east every time? What you could do is switch the cars onto a westbound train since the yard is double ended and replace the eastbound cars with the westbound cars. I plan to have reversing loops at both ends of my railroad so I don't have that problem.
