Welcome to the MR forums !
My first thought was to do a keyword search in the
Index of Magazines

Since there were only three periodical citations found, my second thought would be to do a
Google
search. My third thought would be to search the encyclopedias in a good public or university library. My fourth thought would be to visit the transportation section in a
Borders
,
Barnes & Noble
or similar bookstore and look for books about "railways of the world"or "railroads in the
Andes
". A
Google
search is how I learned what I did about the railroad in Puerto Rico. Do you mean French built locomotives ? Hope this helps.

I am looking for any information about the Chile Railroad and I would like to model my layout in that country's system. All I know is that they use a overhead electric system and I was told that maybe they use Frandh build loco's. I do have a rough layout backdrop made of the Andies Mountain.Any Ideas?
