Can someone advice me what the paint scheme should be for highway over railway handrail between the sidewalk and road.
Any advice would be helpful.

That depends on era and location. Generally there is no handrail on the sidewalk. a rare few places might have them. .

The period is 1990 and the location is Ontario, Canada. I have a .B&W photo of it. This is a dual carriage way over the CPRail and there is definately a sidewalk separated from the roadway on either side of bridge. Just can't tell what the colour of the railing is.

Ontario is a very large province, so describing it as the location is rather vague. I just drove home to Calgary from Ottawa on the eastern end and it was over 1,000 miles before I finally reached the next province!
Such a railing will be the responsibility of the road authority, which could be the province or the local municipality. They will choose the colour, which in any event can be expected to quickly turn grimy. If they are aluminium they are likely unpainted.
Google Streetview may give you the information you need if you have better location data. While the image will be rather more recent than 1990, most likely the colour has not changed. If the bridge has been rebuilt, check for others in the area.

Many of the newer overpasses in North America I'm familiar with seem to use an anodized aluminum that looks like dull silver. I believe there's a manufacturer that makes some in HO, maybe RIX or Walthers?
