I have an engine I wish to paint in Pacific Great Eastern orange with green stripes. Pictures on the web show a color somewhere between reefer orange and schoolbus yellow. It varies from photo to photo. What is the correct color? Available product or mix helpful.

There are some good FB sites that deal with both prototype and modeling PGE/BCR. I bet you can find your answer there.
Try these guys, they have a great layout on-site, email and ask.

Email Rapido and ask them for a colour code, they do use it on their models.

I don't know which sites you have visted for reference, but have you seen these:

This is a well-worn and dirty opposite scheme, but the same colours, or close:

The "RS-3" photo in the link shows a RSC-3 with 3 axel A1A trucks. According to the Second Diesel Spotters Guide they were retrucked to B-B.
The engine in the picture is at the Railroad Museum of British Columbia. Two hours away, I should get there in the future.
The problem with many of the pictures on line is the varying color.
