Precision Scale makes at least two different types of tender boosters. Unfortunately, they don't have their entire parts inventory online, so you'll have to buy one of their catalogs.
As to how tender boosters worked, that info is in the Kalmback "Steam Locomotive Cyclopedia", an essential reference book for any diehard steam fan.

I am looking for prototype information about Bethlehem Tender Boosters commonly used on several locomotives owned by the Lehigh & New England RR. Does anyone have any ideas about modeling a booster? I have seen that NJ International had a Trk 4-wh tender w/booster (item# 269) but cannot determine what type of booster this was.
