It looks like this New York-Montreal train no longer goes north of Albany. Is this just a temporary cutback due to Covid-19 and Canadian restrictions on Americans entering their country? If so, are there any estimates as to when it might resume it's full itinerary?

I can't say for sure, but I'd guess that our border restrictions might be involved in that issue.
Yesterday, the provincial government here in Ontario closed our provincial borders with Quebec and Manitoba to all but essential services, with checkpoints on all roads into Ontario. 
We're not getting much done in the way of vaccinations, either, so I'd guess that most Americans would not want to come here anyway, even if they've had their shots.

I haven't been able to visit my friends in Ohio and Pennsylvania since 2019, and at the rate of vaccinations here, it may be next year before that will be allowed.
