Yes, RCL is remote control, i.e. for unmanned "helper"/distributed power service.
BCOL (proper reporting marks) 740's model is of course an SD40-2.

BATMAN - I don't think that's the type of "remote control" that the BC Rail unit had.
The "remote control" for the BC Rail unit refers to the Locotrol radio equipment for remote controlled helpers, not Belt-Pack remote controls switch engines.
While remote control equipment for DPU/remote helpers is pretty standard now, it wasn't when this SD40-2 was new to the BC Rail and painted with this lettering. It was still new then.
Before remote control receiving equipment was installed in more locomotives, mid-train units would be consisted to a remote control receiver/"robot" car which contained the remote control equipment, such as this one:
