Best I can advise is to make contact with the paint experts on RyPN and see what they have for the actual paint codes. You could then either do a card match or see if you can obtain samples for photometric determination, or comparison with dry samples of model paint mixtures.
It is a little hard to think of Phase V locomotives being a target of preservation -- but the Amtrak dash-8s have been in that category a long time. (Aren't they dash-8-32-BWHs?)
I know Atlas did engines in this scheme, and contacting them might produce at least the paint codes they used.

The colors look very similar to UK carriages. At a guess -- It could be
Modern Haze Gray -- Tru-color TCP 1042
Garter Blue Humbrol RC 404
The red I do not know. Whatever, I am sure others know better.
