Is that a painting done from the photo, or a photo that was post-processed to look like a painting? I suspect the later since I don't see an artist's signature. Either way it's a great shot.

It looks to me to be an older photograph that is not the quality of more modern pictures so appears similar to a painting.

It's a period photo turned into what is called a "halftone" image, a process used to covert photos for printing.
