Yes, this is true. On articulated sets, the inner trucks use 38" wheelsets. You can tell which ones when the well cars have "125T" on them. The reason for this is that the articulation joint of the wellcars bears the weight of both units, and thus the load bearing is heavier for the inner trucks than the outer trucks. 

The outer (end) trucks use either 33" or 36" wheels.

A "stand alone" well car for a 53' container would take 36" wheels.  So it depends what you have.
