    Yes, Dave, covered hoppers in buffer service are usually loaded with sand.

And aren't buffer cars typically loaded with something, such as sand, so that if it is really called upon to buffer something it has the needed solidity?

Anti-slip surface.

This creates a new question, why did the RR bother adding an anti-slip surface on a car marked "Buffer SVC Only DO NOT LOAD"?  

 

The car was originally a load carrier, then later reassigned to buffer service. 

I tried to sell my two cents worth, but no one would give me a plug nickel for it.

I don't have a leg to stand on.

I purchased the rivet counter model painted for BNSF and i noticed white panels on the roof.The hatches are there what would these white panels be any ideas?
