Two engineer and conductor on road freights..The longer locals with lots of work required three the engineer, conductor and brakeman while shorter locals used two.

As a side note I've been told by retired CSX and NS conductors that some road freights used three men crews if there was lots of enroute switching like picking up and sitting off cars at small yards for the local crew working out of small cities.

Two, engineer and a conductor, unless they were a local in which case they might have a brakeman or had a person in training (engineer or conductor).
