Those guard rails are because that's an overpass over a street.  Metro uses guardrails like that anywhere that a derailment could cause a train to continue off the elevated segment.  Its not common on freight lines because how many crossovers like that would be on elevated track.

Those unusual extra guard rails are interesting.  As is the placement of the third rails.  If the presence of the guard rails indicates sharp switches, it appears there is physical room for gentler ones.  Perhaps the use of the third rail negates this possibility.

I also see that the crossover is signalled in classic interlocking fashion with four signals.
