Mini in relation to an integrated steel mill. There are much smaller mini-mills than this one.

Some companies are working on developing micro-mills that should be able to perform the same functions as some types of mini-mills in 1/6th the space.

"Mini," in relation to what?  Judging by the size of the rail cars in the overall view, an uncompressed model would be an overload for my 2-car garage in HO scale.

A good subject for a long-wall backdrop painting, or mostly virtual in the operating aisle.
