I don't think you have been looking at freight car trucks closely enough.  Perhaps the variations are sometimes a litle more subtle, but they definitely exist.

It seems that there was standardization of freight trucks among railroads yet there was great variation among railroads on passenger car trucks. Any thoughts or logic?
