prototype radius spec versus N scale radius spec...

if the original factory spec for negotiating a curve is 21 degree radius, say for an Alco RS-3, does that mean that in N scale, the model also needs a minimum 21degree radius? and what about 6 axles? How far down in radius can N scale locos go, if the length of their truck/bogie frames is higher?
