The AAR mandated that roofwalks be phased out by the late 1960s. Cars with roofwalks should have them removed, and cars being built new should not have them added. The AAR started this movement in the early 1960s, and when it was announced, railroads started buying equipment without roofwalks. So yes, you could have a caboose built new in the late 1960s running around without roofwalks.

I have a couple of Atlas extended or wide vision cabooses without roof walks and ladders on my free lanced rr. I'm trying to keep the time close to 1967 or 68. Can anyone advise did International Car Company build extended vision cabooses in 1967 or 68 without roof walks and ladders and what roads did they go to? Thanks.
