Well, I was stumped too and looked all over but didn't find an answer to how the Walther's rack is supposed to work in a prototypical fashion.  I did however find this animation and I think it gives a good idea of why there are two pipes and that they should have hoses attached on each end. Two to connect to the tank car to be unloaded and another set to a pump and valve manifold system.

I guess some creative piping is in order and maybe a pump station scratch build or at least a little shed...

 Hello, I just finished assembling a Walthers "Diesel Fueling Facility" kit and in that kit there's a "Unloading Rack". Are these pipes intented to unload the tanker from its content?

Now if I want to be "Prototypical" can someone explain me how this really works? The kit is just a pipe tripod and double pipes that can be moved up and down. There are no rubber hoses connected to these pipes.
