Does anyone know of S scale trolleys available ?  PA heritage has them but are expensive. Can O or O27 scale be used suitably on an S layout ?

You could use O27, but it will probably be a little oversized.  O27 is around 1/55 scale, but usually not scaled down the same in all 3 dimensions.  Industrial Rail now by Atlas I think is still 1/55 so it's a little oversized as well.  Whether that's close enough is up to you.  I think PA Heritage is also oversized since they used Corgi bodies for both S and O
