Two things we need to know in order to make suggestions:
N scale has the N-Trak modular system, based on 2' x 4' modules designed for complete interchangeability. There are, or have been, similar ideas attempted in other scales.
One possibility is to use the readily available folding tables with paired metal legs. They are available as small as 2' x 4' but are most commonly found in 30" width and 6' or 8' length. At 30" high (legs open) they are close to the floor, but the legs can be extended to make the height more convenient. The tops are too dense for spikes or track nails, but that can be cured with a layer of foam.
Just a couple of ideas from a guy who's building a garage-filler on steel-framed monstertables.
