Any tips on getting Peco turnout motors working (N scale)?

Anyone have experience on getting Peco turnout motors working efficiently in N scale?
I've hooked one up to a Peco Streamline medium turnout and connected it up to the AC outlet of my power supply (19VAC according to my multimeter). When I touch the contacts the motor buzzes but doesn't actually switch the points - it's like it's trying real hard but can't overcome the tension of the turnout's spring.
If the motor is not hooked up to the turnout the motor snaps across pretty well. I've tried it on a couple of different turnouts with the same result.
