Is there a reason the modules have to be so small? 2x4 is a common "domino" size
module, and still relatively easy to handle.

A typical way to join the rail is to leave a 3" gap on either side of the module's edge, and use a 6" piece of rail as a joiner piece--this allows a little bit of adjustability. Some modelers lay the track as a single unit across the joined module bases, secure it firmly in place, and then cut the track precisely at the edge of the modules.

Also, what scale are you using?

Try 1x4 x 8' pine framing with cross supports about every two feet or so. Then glue and screw lauan to the top. I did this for my shelf layout which is in 24 x 48" sections and it is extremely strong. I have 2" thick foamboard glued to the lauan. The whole set up is extremely light, but very rigid. It doesn't have to weigh a ton to support your layout.
