Trial and error, most likely. You'll have to change the decoders over to use the full 128 step speed table, and then program values into each of the individual CVs to try and match the speed to the throttle setting.
It's not hard, but it can be time consuming to do it manually. One thing that'll help is to download the Decoder Manual from the Digitrax website -- go to http://www.digitrax.com/pdfdocs.php and download the first manual in the second section on the page. It's got great information on programming CVs and speed tables.

How do I get the 8 notch throttle settings to co-incide with speed ranges using a Prodigy Advance on Digitrax and Soundtraxx decoders?
