There are 4 programs I know of, 2 of which are free, the other two you have to buy.
Atlas makes one that is free off their site. It is the easiest to use, but it is clunky and designed to use Atlas track.
XtraCAD is open souce and very sophisticaled. The one thing it can't do is 3d rendering. It has an extensive tutorial that aid the learning curve.
CADrail is the cheaper of the commercial layout programs. I've not used it.
3rd Planit has the best graphics, but it has a steep learning curve. It is kind of quirky compared to say XtraCAD, but the things you can do like drawing in landscape, placing buildings, even drawing chairs, make it worth the time to learn. There is also an on-line support group.
