I used latex caulk with good results. Stays down, comes up.

Not true. I recently found out that pure silicone caulk is actually easier to remove than latex! I'm currently dismanteling my current layout, and had used white glue, wood glue, silicone caulk and latex caulk to hold down track (as my learning and experimenting curve expanded). Of the four, the silicone caulk was the easiest to remove. I just slipped a long bladed utility knife under the track and started slicing. The wood glue was the worst to try to remove, and I ended up wasting a lot of flextrack (thankfully, I don't glue down switches!)

Latex caulk will do the job when it comes to foam. Don't use silicon, it smells and is nearly impossible to take away if you want to change anything.
