Are buildings for HO scale kits or pre-built[?] I'm only nine almost ten![bday]

Both, but most are kits. I really enjoy assembling building kits, and I'm sure there's many others who do to.

As you might have guessed, the 'built-up' structures cost a fair bit more, and will not have quite the detail that the kits will provide for your patience and enjoyment. If you are not hard pressed to complete a layout, and would like to take your time (and build skill), build them yourself. In my case, I did a bit of both because I got fed up with gluing stuff together.

If you are just starting, get the basic plastic kits (also normally the cheapest). Stay away from laser cut and high end models as these require more skill. As you get practice and experience, buy (or get as gifts for birthdays and holidays) a few better kits and see how it goes. Good luck and before long you'll be kitbashing and painting. Hope this turns into a life long hobby for you.
