I glue a thin piece of wood to the foam, then screw the switch machine to the wood. I use wood glue. Let it dry over night

Can anyone recommend a great way to attach Tortoise switch machines below 2" thick foam sub-roadbed? Is there a simple way to cut away the foam below a turnout and apply a stiff material to fasten the Tortoise with screws?
