Most hobby shops worth their salt carry the NMRA gauge ... for example, I bought one two weeks ago at Caboose Hobbies in Denver.

As for a coupler height gauge, Kadee makes one ... available at most good LHS, or through Walthers.

I was wondering where I would be able to obtain a HO track/wheel gauge. Also a coupler height device thingy.(don't know exactly what to call it) All in HO gauge.
