He was building the town of Wescott and in the center of town was a little park, with a statute of Linn on a pedestal.  Does anyone know the issue?  The seach function in the issue index is useless.

I (vaguely) recall it, I think it was in one of the 'special' issues, not in one of the regular monthly MR issues...maybe one of the "Model Railroading: The Ultimate Guide" annuals?
