Assuming you have decals that match the exsiting numbers on the locomotives just remove one number and then apply the decal of the replacment number.
You can use micro sol to loosen the existing number then gentle rub off or I have heard of folks use a white eraser to remove a number as well. I tried useing a pink eraser (DON'T DO THAT) it will mar the paint an plastic.
The number boards can be done in many ways. The easiest involves a black and white laser or ink jet printer. Just measure the number board. Get on your computer and create number boards then print them out. I do this with a black and white laser printer and it does a fantasic job. Then glue it on, if your glueing it to a lighted number board use a tiny bit of elmer's glue (drys transparent).
Another alternative, though is a HUGE pain, is buying number board type decals cut the numbers out idividually and place them one at a time. This is very tedious and time consuming because you put one number on at a time and let it dry before messing with the next one.
I'd vote for the printer method.

How do I renumber the number boards and side numbers on proto steam engines? I have several engines with the same number and would like to change them to different numbers. How difficult is it to change the numbers? Thanks
