Traction modeling is a little out of my area but I can say that for many years there was a firm that advertised in Model Railroader and probably also RMC called Paul Moore, and what they offered were inexpensive bodies for trolley cars, interurbans and small electric locomotives.  I do not think they offered power chassis but I think they may have offered truck sideframes meant to retrofit diesel loco chassis.  If you know the "HO Seeker" website check out its extensive reprints of Paul Moore brochures and kit instructions.  My hunch is that you'll find these cars somewhere in there -- note that they offered the same kits with clerestory roof and monitor roofs such as on the cars you have acquired.

these are an ebay fin.   they are wood in costruction.  very well built.  the two kits are identicle except for the sides.  I figure it is one of those kits that is standard except the sides.  very solid built too.  who made those kits? ignoreing the chassis part.  Those are identicle as well.  possibly early athearn.  rubberband drive.
