It is a tender truck. A longitudinal leaf spring truck to be exact used in the 1870's to 1890's.

 
It looks a bit like the trucks used under the tender of Aristo Craft's 1950s era model of the NYC "999" 4-4-0.

I have never seen one like that but I am guessing it is an n gauge truck of foreign manufacture

 I am looking for the small truck  in the pic.  The other larger one is just to give an idea of the smaller truck size. I am looking for two more sets of the smaller one.
