I found this on the Internet.  I don't know which book it refers to.

The layout was designed by Bernard Kempinski and is featured in his recent
layout design book for Kalmbach

In the Model Railroder Track Plan database, there is a N scale track plan for the C&O Mountain subdivision by Bernard Kempinski and Roem Kelly.  It's dated 2010.  Was there an article that went  with this track plan?
