I have a couple of his books on projects, and started work on some small throttles from scratch. However I got involved w/ DCC before I could get them assembled.
Pete did a number of "simple throttle" articles. I have a couple of books authored by him - one older, and one newer.
I suspeck K' publishing would take a dim view of forwarding to you scan of the article. I don't know what parts are in your kit, but I would contact K' through reader service and get a copy of the relavant article from them. You might also ask for help from the NMRA's Al Kalmbach's Memorial Library.
I expect that your kit probably includes a Potenisometer (fancy rehostat), Darlington Circut (Intigrated circut of two transistors), Diode to release back EMF as motor's induction field "colapses", DPDT reversing switch, and some kind of terminal board. Does it also include a Transformer, circut breaker, ON/OFF toggle, pilot light, bridge rectifier, capacitors, and "bleeder" diode? (LED?)
Good Luck and let us know how it comes out.

I bought (2) NOS Simple Transistor Throttle kits off of Ebay. They are based on a design by Peter Thorne. Unfortunately they come just with the parts and tell me I need to buy his book for the Schematic. Can someone email me or point me to a site with the schematic for this. They say it's from 34 New Electronic projectos for For Model Railroaders by Kalmbach. The kits appear to be from the 70's or Early 80's. Thanks, Dave
