I guess it depends on what is meant by 'templates'.
On the cardboard portion of the plastic-and-cardboard packages for track pieces, Kato shows dimensions of the complete set of curved and straight track pieces available. Same thing for any turnout package; diagrams and dimensions for the complete line of turnouts and special turnout filler pieces available.
Those dimensions should be enough for design and layout purposes.

I believe there are a couple of N-scale Kato Unitrack track planning / drawing templates out there, but not an HO one.
BTW the N-scale ones are for making small scale drawings of the layout. If you're looking for something to do a 'full size' track plan, you could printout the track piece diagram charts from the Kato website and adjust / print all or parts of them to actual size.

I was going to suggest that too. The Katousa.com site turns up high on the list, but it is track plans, not turnouts.
I found one site with a dubious link and downlaod that I was afraid to click on, but nothing that specifically was Kato templates.

Have you tried Googling "Kato track ho scale templates. I glanced at it and it looks like you should be able to find what you are looking for.
I still find Google responses overwhelming, but am beginning to find how to make them more useful to me.
