These look to be the same product the Proto 87 Stores have been offering for some time.  The turnouts use what appear to be Central Valley tie strips, with various upgraded parts like frogs.  It's an interesting marketing angle that they're being suggested as Shinohara replacements, as they're kits unless you order the Superfine versions which are available assembled for an extra charge.

For example, the base price of a Superfine code 83 #6 is shown as $19.95 for the kit, plus $20 if you want it assembled.  The kits aren't especially difficult, and do build into turnouts that work well.
