Palomino Layout - turnout rail alignment

Put a piece of sandpaper on a flat surface and move the back of the PCB board across it to reduce the thickness?

I've recently started building Fast Tracks turnouts again.  I've noted the PCB board ties are a little to fat (tall). I am having trouble keeping the stock rails (both) flat, seated and vertical in the fixture as I solder them. They easily lean or even flip sideways. I really have to be careful as I solder them. 

In the absence of a photo does anyone have a suggestion ?
