I did my back drop prints with rubber cement. Bought a gallon at my local office supply store. Paint the wall and the back of the print, wait until tacky, then press in place. Any excess rubber cement on the wall beyond the print will rub off clean - contact cement won't do that.

what type of glue is best for gluing heavy premium kodak ink jet photo paper to a backdrop board made of unpainted luan plywood ?

Contact cement, scotch spray adhesive, white elmers glue, etc..
