When is a good time to put the fascia on before, or after the scenery?

I'm sure there will be votes for "after" but I put mine up "before." I wanted to tie the scenery into the fascia. And you won't believe the difference it makes in the overall look of your layout with all of those wires, risers, etc. hidden.
Fascia: A place for mounting wires, terminals, relays, bus, cables, &etc.
Once all of that stuff is in, I install some standoffs with magnets glued to them. The finisched fascia is held to the layout with the magnets, hiding all of the cables &ct.
It is easily removable for work on said stuff. The finished scenery can tehn be brought to the finished fascia for a finished look, should I ever get to that point.

Some do it before and make the landscape conform to the facia, others afterword and make the facia conform to the landforms you made. I made the later choice! I also used a WS product to fill in any gaps and took the scenery over the top of the masonite so that it ended at the front edge, more work but worth the few extra bucks.
Just went through this in the winter. You can put fascia before or after scenery, just be prepared if you have any new ideas with the layout contours. Take a look in my layout build where I added the fascia and cut it down for the scenery.

I think the answer is "it all depends". If the scenery is relatively simple you could do it either way. For more invoved scenery I would suggest roughing in the scenery, fit the fascia and then go back and finish the scenery.
I always install fascia first because I make it integral with the scenery.
This photo of scenery under construction shows the cardboard web and mesh drywall tape attached to the fascia. Fascia holds up the scenery structure for me so it has to be there first.
Note here how the terrain and ground cover are finished across the edge of the fascia so the end product is seamless.

I put the fascia on first to see how that shaped the layout. I sawed parts of the fascia to create gradual drops in the corresponding parts of the foam sub-roadbed (behind the fascia) and cutted the foam accordingly before putting in the groundfoam, etc.
