Another source for making pulleys might be the craft department of your LHS.  I bought some very small beads for use as cosmetic counterweights for a water spout.  These come in a variety of shapes and sizes, many with rounded or tapered ends, and, of course, they all come with holes, too.  Cement two of them, with either tapered or rounded ends, together with their holes aligned, and the groove thus-formed between them will provide a pathway for the cable.  A bag of several hundred cost only a couple of bucks.  Use suitably-sized hardened wire on which to mount them.
