I don´t think MR uses a specific track planning software. It is more likely they use a graphics program for their artist´s rendition of a layout.
I use WinRail 8.0, which is essentially RTS from Atlas - a freebie software, limited to Atlas track. Aside from XtrkCad and AnyRail (limited to 50 pieces, if it is the free version), there is a new free software called SCARM, which has a quite extensive track library, is easy to use and allows for 3D renditions. I tried it today and I quite like it for is intuitive handling.

This drawing helps me to visualize the look of the final layout.
You might want to download free XTrackCAD software and try it out. There is some tutorial stuff on the site, and I believe a (Yahoo?) user group where you can get advice.
I've used it each winter last 3 years...might actually build the latest layout.
It's handy once you figure out what track options to load in (I use Walthers code 83 and Atlas code 83). Then you build things on a layout size you specify. I use the standard switches, and preliminary curves with Walthers pieces. You can also make it connect sections and thus crerate a custom curve.
It's pretty neat once you get used to it.

It's probably just a graphics program like Adobe Illustrator, or something similar. I doubt it's specific to model railroading.
You can get Inkscape for free. It should be able to create similar graphics.
