Paint surface first with acrylic or Latex paint. After drying I use good ole' Elmer's spread thin, does the job nicely then top it off with thinned elmer's in a spray bottle. (or woodland Scenic's Scenic Cement) I have heard of some guys using hair spray as well but never tried it myself.

Some folks will paint with laytex and put ground cover directly on that while it's still wet,
But I have never liked my results doing it tthis way.

What do you apply ground cover with? (Glue, Hob-e-tac.)
