Tackling a Free Space Challenge for Rosenberg Meet

Before I start my benchwork construction, I need to tackle one challenge. Rosenberg Meet is a double deck shelf layout around the room with a peninsula that holds Smither's Lake (upper deck) and Galveston (lower deck).

The lower deck peninsula must be an open-space so that there is no obstructed view of the Galveston port terminal and bay. On the upper deck peninsula, it will be Smither's Lake which has a scenic divider between Richmond and Alvin.
