It depends.  Different practises for different utilities in different places.  Your best bet, if you are modelling a specific locale, is to find out what the typical distance between poles is for a given application and then convert it to your modelling scale.

In HO, if you'd like a ball-park figure, utility poles would be between 15-20" apart, and light poles somewhat less.  That's in small towns and such.  In denser cities, they might be closer together or further apart, depending on living spaces and working spaces, including green spaces, that intervene.

How far between light poles and telephone poles.

On railroad right of way, telegraph poles were spaced between 25 and 35 to the mile.

In my area utility poles are generally 150' or 200' apart. The distances are quite exact. We count them in the FD to know approximately how much hose is needed to reach from an intersection to a structure. Railroad telegraph poles were much shorter and closer together, on the order of 100 feet.

I model freelance. I left the bases on the poles and placed them around until they looked right .then I cut the bases off and drilled holes for them

Bell Common Practices

City poles telephone: 75 ft on street 40 foot poles 6 feet in the ground.

Telephone cable 18 feet off of the ground with additional 40 inches minimum clearance to electric lines.

Rear yards: 30 foot light duty poles. Usually every other yard.

Cable height varies 12-18 feet above the ground depending on power share requirements.

Rural: 75-100 feet. Telephone cable 18 feet off of the ground 40 inch clearance to electric lines.
