You would most likely need TWO powerpacks to run 2x DC trains at once, although there are some (MRC TechIV 280?) that have dual throttles in one unit.
as for a 4x8 layout plan, I think you should read space mouse's layout design tutorial. and then grab RTS from Atlas , or XTrkCAD from Sillub. Both programs are freeware, though I prefer XTrkCAD because you're not limited to Atlas track components.

What about DCC?
With DCC, you need a command station/booster and 2 throttles(you can do it with a single throttle and 'toggle' back and forth). You also need to convert you engines to DCC(add decoders). Entry level DCC systems like the Digitrax 'Zephyr' and NCE 'Powercab' will run you around $150. Decoders will be extra.

I was looking into DCC ready locomotives.
DCC ready does not mean that the Locos have decoders installed but rather that a decoder can be installed fairly easy some easier then others. Check with the manufacturer of the Locos you have been looking at to make sure they have a decoder installed.

I'm looking at Bachmann locos and can't seem to find anything about them, they just say dcc equiped.
Bachmann "DCC On-Board" locomotives do come with a decoder installed, this is referred to as "DCC Equipped" in the modeling world. "DCC Ready" on the other hand, as mentioned before, means the locomotive comes with some means of installing a decoder that makes it easier than a traditional hard wiring job. Be it an NMRA 8 or 9 pin plug, solder pads, or for some decoders, a light board that can be pulled out and the decoder pressed into its place. (Sometimes called "Drop In" decoders)
I would recommend using a Bachmann EZ command to get started, it is much simpler than most DCC systems and is a great entry level system. For a more advanced system, I would recommend an NCE PowerCab or a Digitrax Zephyr system.

Here is a 4x8 for you.
I recommend MRC for DC prefer Tech III or better. This layout is DC cab controlled and can be converted to DCC. I'm going to convert it to DCC when I hook it to the rest of my other peices together. Its just idea you can change it to fit what you want. I can run 3 trains with this layout. 2 on the loops and 1 switching.
