can some one explain there differences, how to wire them in dc and dcc, on a module and off of one, turnouts and cross over's between different lines on a module?

Call me dumb, but I can't determine what your question is.

There is no difference in the way turnout frogs should be wired between DC and DCC.  Some turnouts have powered frogs, some have insulated frogs, and some have metal dead frogs that you can wire yourself.  Two rail track is two rail track, and never should the rails meet or you will get a short.  DCC system control is AC voltage and has a High and a Low.  DC system control is DC voltage and has a Positive (high) and Negative (low).
