Ok so I'm going to begin building my first layout, and I havent found anywhere local that has a descent basic selection of code 83 atlas track that isnt priced right at msrp or HIGHER. I've ordered my dcc stuff from linchfield from recomendations on this forum, but now i'm looking for somewhere with good prices to order all my track from. Any recomendations?
Secondly, after all the reading/browsing I still dont have a good idea of what kind of turnouts/turnout motors and control I should get. I'm using a basic layout from a Kalmbach book that has 6 turnouts and 3 wyes. I want them all to be smooth and wired to a control panel (dont think i'll have enough cash for all dcc controls)
Any ideas or links for reading would be appreciated.

If you want smooth turnouts, I'd use Micro Engineering(only available in #6's) or Walthers code 83 which can be hard to find. I use Atlas for their low price, but their frogs aren't very smooth and require some tweaking.
