Here's what you get by searching on "CTC" and "Model Railroader" in the Model Train Magazine Index (see the top of this Web page):

Centralized traffic control for the Sunset Valley
Model Railroader, January 1984 page 186
( "CHUBB, BRUCE", CTC, ELECTRONICS, OPERATION, SIGNAL, SVRR, MR )

Centralized traffic control for the Cat Mountain Line
Model Railroader, May 1984 page 74
Circuits for detectors, turnout logic, signal logic
( CTC, DETECTOR, ELECTRONICS, SIGNAL, "THOMPSON, KEN", MR )

Electronics Symposium: Multiunit reversing for CTC systems
Model Railroader, November 1984 page 129
( CTC, ELECTRONICS, "HANSEN, DON W.", "MANN, JOHN", "PIERCE, ALLAN F.", REVERSE, MR )

Onboard command control system review
Model Railroader, August 1985 page 36
( CTC, ELECTRONICS, ONBOARD, REVIEW, MR )

Electronics Symposium: Modified CTC signal decoder
Model Railroader, August 1985 page 83
For switches without aux contacts
( "CHUBB, BRUCE", CTC, ELECTRONICS, "HANSEN, DON W.", "PATTERSON, DAVID", SIGNAL, MR )

Simplified CTC signals
Model Railroader, July 1988 page 72
( CTC, "PETERSON, GARY D.", SIGNAL, WIRING, MR )

Direct Traffic Management for model railroad dispatching
Model Railroader, October 1988 page 114
( CONTROL, CTC, DISPATCHER, "MORGAN, BRIAN", OPERATION, PANEL, MR )

Trains of Thought: Centralized traffic control system
Model Railroader, September 1991 page 114
( CTC, "KOESTER, TONY", TRAINSOFTHOUGHT, MR )

Electronics Symposium: Using TTL flipflops for CTC control, indication
Model Railroader, November 1992 page 133
( "ATKINSON, JOHN", CTC, ELECTRONICS, FLIPFLOP, MR )

I'd also recommend Bruce Chubb's "Signaling made easier" series beginning in the January '04 MR, and also see the Web site at ctccomponents@comcast.net.

Good luck,

Andy

BigBoy2,
Actually, I think that Andy meant for his last link to be:
http://www.ctcparts.com/
There are also other companies that make parts for building a dispatch panel and you should be able to find them in the Walthers catalogue at your local hobby shop. The articles will not display at the Index of Magazines since it is just that, an index of model magazines. Don't know what your budget is, but you may be able to find the January 2004 issue of Model Railroader still on sale at a hobby shop. For the older issues, you will either have to find a large public library that has back issues or buy them at a used magazine and book store. Also, the NMRA's Kalmbach Memorial Library will photocopy those articles for a reasonable fee. A large library should also be able to get a copy of a book on CTC via Inter Library Loan if you find one by using the "Google" search engine on your browser. They may charge a fee for that service.
